Anyone who is not a New Zealand Citizen or an Australian Citizen or permanent resident of Australia needs a visa to come to New Zealand.

A visa entitles the holder to travel to New Zealand and apply for entry at the border. Unless it is a resident visa, it does not entitle the holder to be admitted into New Zealand. People who travel to New Zealand and are denied entry are turned around and sent back to their destination and/or country of citizenship. This process is called turnaround.
